the term "automatic monitoring facilities of pollutant discharge units" as mentioned in these Provisions refers to the instruments, meters, sensors and other facilities installed on the site of pollutant discharge units for monitoring and monitoring pollutant discharge, such as monitors, flow (velocity) meters, automatic water quality samplers, operation recorders of pollution control facilities, data acquisition and transmission instruments, which are an integral part of pollution prevention and control facilities

scope of application

this regulation applies to the operation of automatic monitoring facilities of key pollutant discharge units in Jiangsu Province and the application of automatic monitoring data to the management of environmental law enforcement, specifically including: exhaust gas parameters, particulate matter, sulfur dioxide, nitrogen oxides, carbon monoxide, hydrogen chloride, non methane total hydrocarbons and other automatic monitoring data, as well as wastewater flow, pH, chemical oxygen demand, ammonia nitrogen, total phosphorus, total nitrogen and other automatic monitoring data. The pollutant discharge units that implement the key management of pollutant discharge permit shall be included in the list of key pollutant discharge units

main body of pollutant discharge units

(I) pollutant discharge units are the main body of the construction, operation and maintenance of automatic monitoring facilities. The pollutant discharge unit can entrust the operation unit to operate the automatic monitoring facilities, but does not change the main body of the pollutant discharge unit

(II) pollutant discharge units shall install and use automatic monitoring facilities for pollutant discharge in accordance with the relevant national standards and technical specifications, connect with the automatic monitoring system of pollution sources of the competent department of ecological environment, organize comparative monitoring by themselves, complete the independent acceptance within three months, and report to the competent Department of ecological environment for filing within five working days after the acceptance is qualified

(III) the pollutant discharge unit is responsible for the daily operation and maintenance of the automatic monitoring facilities, ensuring the normal operation of the automatic monitoring facilities and their transmission system, and carrying out quality control and quality assurance of the automatic monitoring facilities in accordance with the requirements of the technical specifications for continuous monitoring of flue gas emissions from fixed pollution sources (hj75), the technical specifications for the operation of water pollution source monitoring systems (HJ 355) and other standards and specifications, and recording, reporting and dealing with abnormalities in a timely manner, Keep the original monitoring records to ensure that the monitoring data are true, accurate, complete and effective

(IV) if the automatic monitoring facilities of the pollutant discharge unit really need to be removed or shut down, it shall report to the ecological environment department with jurisdiction 30 days before the removal or shut down, and the implementation can be carried out after consent. If the automatic monitoring facilities fail and cannot be used normally, the pollutant discharge unit shall report to the ecological environment department with jurisdiction within 12 hours after the failure, and repair them in time to ensure that normal operation is restored within 5 working days; If it cannot be restored to normal use within 5 working days due to special circumstances, it shall apply to the ecological environment department for shutdown in advance. During the shutdown period, the pollutant discharge unit or its entrusted unit shall adopt the manual monitoring method to conduct intensive monitoring of the pollutant discharge status, and submit the monitoring data to the ecological environment department with jurisdiction. The waste water data shall be submitted not less than 4 times a day, and the interval shall not exceed 6 hours; Exhaust gas data shall be submitted at least once a day

(V) the pollutant discharge unit shall, in accordance with the automatic monitoring data marking rules, truthfully mark the working conditions and automatically monitor the abnormal conditions at the enterprise end of the pollution source automatic monitoring system of the provincial ecological environment big data platform within 12 hours. If the automatic monitoring equipment fails, or is repaired or calibrated, the pollutant discharge unit shall mark it in time according to the marking rules when the tortuous strain is doubled; If it is not marked, it is deemed that the data is valid

(I) the review of automatic monitoring data and the application of law enforcement shall be organized and implemented by the competent department of ecological environment where the pollutant discharge unit is located

(II) judgment basis for exceeding the standard of monitoring data of automatic monitoring facilities of pollutant discharge units: if the hourly average emission standard of waste gas is implemented, the average value of oil pipes that need to be replaced with higher intensity in effective hours shall be regarded as the judgment zl 9. (IV) if there is fraud in the automatic monitoring facilities of the pollutant discharge unit, and the operation unit participates in the fraud of the monitoring facilities of the pollutant discharge unit, the competent department of ecological environment will transfer the relevant clues to the public security organ and investigate the relevant cases according to law
